An inspection is cheaper than the leak it finds. Pipe boots perish in ten to fifteen years of sun, and a split boot is a small repair that prevents a ceiling.
A proper inspection walks the roof, checks the attic where there is access, and gives you a written report with photographs, split into urgent and can-wait.
